The Direct Support Professional (DSP) workforce crisis is not over. Pennsylvania’s DSPs currently earn 40% less than a Living Wage (according to the MIT Living Wage Index for one adult with one child). Turnover and vacancy rates are high and many DSPs are forced to work a second job or many hours of overtime just to get by.
The Waiting List Crisis is not over. Thousands of people with autism or intellectual disability wait for months, some for years, on the Commonwealth’s Emergency Waiting List, seeking services that will help them live and work in their own communities, including housing, employment, day services and other supports.
Early Intervention (EI) Services for children, birth to three years of age, are in crisis, having gone 10 years without a rate increase.
Tell the Governor and the PA General Assembly to make Autism and Intellectual Disability issues a top priority in the FY 19/20 Budget by:
FUNDING a $120 million (in state funds) rate increase to help #FixTheDSPCrisis through increased DSP wages, benefits and training.
FUNDING services for 1000 of the 5000 people currently on the Emergency Waiting List, plus an additional 100 for unanticipated emergencies.
INCREASING Raise rates for Early Intervention (EI) services by $5.7 million to address a decade of insufficient adjustments and reimbursement.
